Our daily lives and workplace opportunities increasingly require the use of information and communication technologies (ICTs).1 To this end, the Georgia Center for Advanced Telecommunications Technology (GCATT) was selected as the neutral party to gather information and solicit statewide viewpoints from government, business, and citizen groups.
